ICAP’s three main focus areas are: service delivery, training, and operational research. ICAP works with host countries and other organizations, principally in sub-Saharan Africa, to build capacity for family-focused HIV/AIDS prevention, care, and treatment programs. Job Description

GRANT FUNDED

Candidate will work with the International Center for AIDS Care and Treatment Programs (ICAP), at Columbia University Mailman School of Public Health. S/he will be supervised by the Senior Sub-Contracts Manager. Incumbent will oversee subawardee monitoring and reporting; in collaboration with the Senior Subcontract Manager, Field Finance Director, Country Director, monitor and advise on financial and administrative needs of the subawardees individually, and as a whole. Liaise with Desk Officers to make sure deadlines and timelines are accurately communicated and met. Liaise with CU departments, including Purchasing and ORA to make sure all CU requirements are met and payments are made in a timely manner. Will provide training and technical support to subawardees to improve their administrative and financial procedures and systems, including the use of management tools; ensures consistent application of ICAP financial & administrative policies/standards, as well as US Government and Columbia University rules and regulations. Will provide daily support to subcontract field officers in New York. Will assist the Senior Subcontract Manager in developing or adapting administrative and financial policies and procedures for subawardees which include manuals, user guides and templates for compliance with USG and Columbia University requirements; act as a resource person for tracking and monitoring systems and reporting policies and procedures to subawardees; assist subawardees with Columbia University required quarterly reporting, monitor timelines for reporting and act as liaison between the subawardee, ICAP field office and NY finance team. Will monitor subawardees invoices and advances from New York; assist in execution of new subcontracts and subcontract close outs; provide financial orientations for new subawardee finance staff as needed. Will coordinate with ICAP finance staff and field office financial manager to correct subawardee account errors and to improve system efficiencies. Some traveling to Sub-Saharan Africa to train subawardees in financial management and administration and perform financial reviews of projects. Perform other related duties as assigned.

Minimum Qualifications:

Requires a bachelor's degree or equivalent in education and experience, plus four years of related experience. Excellent oral/written communication, interpersonal, organizational and computer (e.g. proficiency in word processing, spreadsheet, and networking) skills. WILLINGNESS TO TRAVEL TO SUB-SAHARAN AFRICA TO TRAIN STAFF.

Preferred Qualifications:

At least three years of experience working with international non-profit organizations strongly preferred. Past experience preparing grants and contracts preferred. Experience with international protocols highly desirable. Financial management/ budget monitoring experience strongly preferred.
